Elmer was elected chairman of Minnesota Democratic Party September 19, 1940. Elmer send detailed memo to Democratic National Party in 1943 arguing for Democratic and Farmer-Labor party merger. April 15, 1944 the parties merged and Elmer Kelm became first state chairman of DFL. |
